Just wondering will a v2 rizer hop up fit on my gen 8 barrel inner barrel is 7.5 outter 9.5

Yes they will fit 
Just need to have 1-2cm of inner barrel length poking out of the outer barrel to be able to attach it properly.
Good choice… they’re pretty good quality hopups and unlike some of the janky 3D printed ones, the Rizers actually work well with higher FPS blasters.

I just purchase a JM M4A1 Gen 9 J9 Gel Blaster V2… if there a effective hop up for this blaster?
I’ve always had a lot of success with Rizer hop ups.
They’ll fit any 9.5mm OD inner barrel like the acrylic barrel on your Gen 9 but if you haven’t already upgraded that, highly recommend you do.
It’s always best to replace an acrylic inner barrel with an alloy unit.
RIZER also make a small Slimline Hop Up that’s a good bit of gear and can fit into tight spaces for most blaster
